The sky was clear and the stars were easily visible as they twinkled through the night. I tried to twist it open again but it didn’t seem to open. At this point I was furious; I took a deep breath and pinched myself to make sure this wasn’t just another horrid dream, unfortunately it wasn’t. I took a big step back away from my door and charged towards it whilst I firmly clutched the handle and dragged it mightily. It still didn’t open. I roared in fury. I screamed for my parents but I got no reply. I repeated but this time for my siblings but I stood there without a response. No words could explain the rage I was in. I shrieked once more and I irately jolted my door which countered with a massive bruise to my foot . I fell to my feet with my head on the ground, tears recklessly flowing down my face. The concept of shifting the disability care from institutionalism to community care was present in the economy of the country from as early as in 1970s and many steps have been taken by the government of the country in this respect, time and again. However, the Australian government in 2013 established the National Disability Insurance Scheme and the scheme started being rolled out nationwide from 1st July, 2016. The scheme, administered and monitored by the National Disability Insurance Agency, Australia, has seen significant response from the residents of the country, with the constant increase in the demand for aid (Soldatic et al., 2014). Among the services most demanded under this aspect were the community supports and the job services. By July 2015, the number of supported people rose to 20,000, with the target of the scheme being set to provide support to around 410,000 people in the country. The annual budget of this highly ambitious scheme is $700 million specifically for di sability accommodation, which will be required to support 28,000 people for whom high support is needed and the total budget for the same is estimated at AUD 22 billion annually (Baker, 2012). The costs of the National Disability Insurance Scheme in Australia are borne by the Federal Government of the country as well as the individual state governments, which commit to fall under the domain of this scheme. This is because it takes a huge amount of preparation, recruitment and training of an able workforce and proper dissemination of services following a robust and planned framework management, to make the scheme a success in such a big domain of operations. However, a huge lack is being experienced in this aspect as in many cases the service provider assigned to support a person, instead of helping the person has been seen to aggravate the sufferings of the same (Abc.net.au, 2017). Another big hurdle on the path of the working of the scheme is the problems which h are faced due to the glitches in the website of the scheme. Nearly 3000 to 4000 service providers faced the problems of accessing the site due to IT related problems, which have restricted the inclusion of any new providers till the resolution of the problem. The twenty four hour support line also remains inaccessible most of the times (Abc.net.au, 2017). The scheme is plagued with the problem of lack of transparency from the very beginning, as there remains significant disparity regarding the allocation of funds and services across the countries. The participants and service providers, who have questioned about the transparency and implementation of the scheme has been barred from access of the site (OConnor, 2014). Withdrawing of many service providers The above-mentioned problems regarding the implementation of the scheme, clubbed with the disparity in the prices that the service providers receive, has led to the withdrawal of many of the service providers to withdraw their services from the market. However, the price disparities are not that big a problem as are the lack of efficient workers and the lack of transparency in the system (Jan, Essue Leeder, 2012). The problems identified in the system can be solved with the help of potential set of solutions, which comprises of the following: Building up of adequate work force and facilities to make provision for the increasing demand for disability aids in the country Transparency on part of the governing authorities which can be maintained with the help of an unbiased monitoring team with the objective of maintaining clear records of every activities taken under the scheme Speeding up the provision of services and emphasizing on the parity between the demand among the consumers and the type of service which the schemes target to provide, so as to increase the success of the scheme (Biddle et al., 2012). Proper co-ordinations among the different aspects of the scheme which may help in reducing the magnitude of discrepancy problems massively Conclusion The above section shows the extent of problems that has been cropping up in the NDIS in Australia, much of which can be attributed to the lack of coordination, insufficient labor and capital resources and inefficient allocations of the same. Proper coordination and maintenance of transparency can help in mitigating the problem to considerable extent. Recommendation The primary steps that can be adopted by the authorities to rule out the existing problems are workforce build up and maintenance of transparency and coordination across regions as well as in different aspects under the scheme, thereby making the service pro-consumer without hampering the service providers. It becomes the responsibility of the federal as well as the state governments to collaborate and collectively put effort in constructing a robust framework for the implementations of the above-discussed problem solving mechanisms, so as to make the scheme a success in the country. To compare and contrast two films Essay The purpose of this essay is to compare and contrast two films made by two different directors of, Romeo and Juliet. The two directors made the same story into a movie. There is a difference between the two though, one is an old 1968 version and the other is a more modern 1996 version. The 1968 version, Zefferellis version, was truer to Shakespeares original, while the 1996 version, Luhrmans version, had its own originality. In this essay Im going to compare and contrast the two.The events that happen in Zefferellis film is completely different from the events in Luhrmanns film. Zefferelli being true to Shakespeare and Luhrmann being modern and true to rock and roll there has to be differences. For instance the opening events in Zefferellis version are much closer to the way Shakespeare would probably want it. The way it starts is a little more appealing to the older generation because it starts of with the narrator, Lawrence Olivier, speaking with his soothing voice as the camera sl owly pans the gentle landscape of Verona City.Also in Zefferellis film the Capulets start the argument by biting their thumb at the Montagues, then Tybalt, played by Micheal Yorke, comes and turns the argument into a fight, and instead of the police stopping it is the Prince who stops it. Where as in the Luhrmann version it is very different. In the start of it there is a news reporter on a television screen speaking and recreating the prologue but in a 20th century way. While the woman is speaking she fades and the narrator, Pete Possewaite, starts to speak and at the same time the camera shows clips of Verona City 20th century style with neon signs, skyscrapers, billboards and statues.Also in this version there is a fight but instead of the fight being at the market it is at a gas station and instead of the Montagues being brave, calm, peaceful people like in the Zefferelli version they are loud, cowardly, peace disturbing people. Also in the Luhrmann version the Montagues are the jokers instead of the Capulets as in the Zeffirelli version. Both events have different effects on the audience. Zeffferellis effect on me was it gave me a little calm humour at the start then a little excitement with the fight and back down to calm but with no humour. You wont be as fond of it if you arent into 16th century style movies. Where as the Luhrmann version gives excitement and jokes right the way through, and it makes you feel interested by their terminology but confused by the speed because so much things are happening at once.There is a big difference between the settings and props used in the two films. In Zefferellis film the props looked cheap but they used them wisely. For instance Zefferellis version was set in the 16th century medieval market place in Verona, Italy. It is a hot sunny afternoon with market stalls filled with fruit and vegetables, horses trotting around, bells ringing, and when the chaos breaks out theres men fighting with steel swords and plenty of market people running around. I think it cost a lot to do all that back in those days but its nothing compared to the cost of Luhrmanns film.Luhrmanns film was a lot more high-tech than Zefferellis film. For instance instead of black and brown horses there was almost every colour car you can think of. There has to be though because its set in the 20th century in a fictional Verona, which was filmed in Mexico, California, and Miami. It had props like skyscrapers, guns (which they referred to as swords), cars, televisions, a gas station, and they even had helicopters but the best touch was the statue in the middle of the city separating the two families Capulets and Montagues. All this played had a similar effect on the audience with both Zefferelli and Luhrmanns films. They both help you feel like its real because of the detail they put into this particular aspect, which is one of the few things they both have in common.The acting is, in my opinion, one of the biggest advantages Z efferellis version has over Luhrmanns. The actors in Zefferellis film play their parts like it was made for them. They might seem old fashioned with their costumes but they make the costumes work for them, and they speak clearly, plus they have the accents with facial expressions and body language down pact. For example Tybalt, who is played by Micheal Yorke and is supposed to be a dark, evil and mysterious character with no love for any Montague, is played perfectly.The accent is evil, the expressions hateful and even the body language is mysterious. I havent seen Leonard Whiting or Olivia Hussey, who are Romeo and Juliet, act yet but judging by the high quality of acting I have high expectations. Even the narrator plays his part correctly. The way he speaks is calm and gentle just sets the scene and tone. In the Luhrmann film although the acting is good it is not as good as the acting in the Zefferelli film. For example, the man that played Tybalt, John Leguizimo, didnt quite get the accent right because it was a mix of Latino, American and Italian but he did get the dark, evil and mysterious aspect across. Also the narrators part was read exquisitely by Pete Possewaite like in Zeffirellis version.Once again I havent seen Leonardo Dicaprio or Clare Danes, who are Romeo and Juliet, act yet and Im not sure what to expect in this film because it is very unpredictable. The acting in both films was good though and acting has a huge impact on the audience. If the acting is absolute garbage and everything else is great then the movie still would not be that great. The Zefferelli actors have a better effect on the audience, the same as the Luhrmann actors but better, because the acting helps you to get to know the characters and makes you love, like, dislike or hate a character and gets you into the movie a bit more, which is one advantage Zefferelli has over Luhrmann.Camera shots and angles is another big part in a film. There are many different types of camera sho ts and angles and many of them were used in both Zefferellis and Luhrmanns films. In Zefferellis movie he used a lot of long, high and medium angle shots, to show Veronas lovely landscape, with a lot of panoramics which helps you appreciate the beauty of Verona. Also before and after the fight started he used a lot of sow zooming and close ups to build up tension, which is what Luhrmann, pretty much, done.There is a difference though, Luhrmann takes advantage of the technology and uses higher angle shots, moves the camera faster so the shots and sequences go faster, a lot of extreme close ups, point of view shots, zooms and medium shots. The panoramics are much faster though but there are much more which builds up a lot pf tension and makes the film a lot more suspenseful. That makes a big impact on the audience because in Zefferellis film the camera shots and angles help the audience further understand whats happening and build up tension. Where as in the Luhrmann version the camer a shots and angles confuse the audience a bit but still build tension.Sound effects, put together with the camera shots and angles, also play a big part in a movie. This is one aspect, I think, Luhrmann definitely has over Zefferelli. Zefferellis sound effects are great but Luhrmanns are better. In Zefferellis film during the prologue you hear slow, gentle and soothing instrumental music that coordinates with the narrators calm and relaxing voice. After that it switches to the market place where you hear the sounds of people talking quite loud. Then suddenly the sounds get louder and you start to hear more sounds like horses and their hooves, shouting and bells.During the fight, though, you could hear all those things plus screaming, swords clattering, and trumpets blowing which creates the atmosphere. However, Luhrmanns sound effects were different. During the prologue you could hear classical church music which the switched to rock after the prologue and then to punk, all of the i nstrumental. After that you could hear the sound of car engines and burning car tires scratching against the pavement, which are some sound effects he used a lot.When the fight broke out you could hear screams, instrumental Latin music, the cling clang of the spurs on the Capulets boots and just before you could Tybalts match as it plummeted to the asphalt. Then after the fight when Tybalt began to chase Benvolio you could hear the busy traffic of Verona with people beeping their car horns and sirens of the police cars with the propellers of police helicopters in the background which was a nice touch because its the 20th century and the police dont chase people with horses anymore, but both Zefferelli and Luhrmanns sound effects were fantastic but I prefer Luhrmanns. Zefferellis sound effects create the realistic atmosphere for the audience, yet still it doesnt create the atmospheric feeling as well as Luhrmanns.There are a lot of emotions a film could make you feel. They can make y ou feel happy by making you laugh, sad by making you cry, or even angry because of what someone has done. They can also make you feel all these emotions in a space of ten minutes. That is exactly what happens in Zefferellis film. In the beginning theres a little humour which suddenly changes and becomes serious.Then the foolish fun becomes ferocious fighting until Tybalt arrives and expresses his hatred for all Montagues which you could see by his facial expressions and hear by the words coming out of his mouth. Tybalt turns the ferocious fight into a barbaric battle and then the Prince comes and shows his disgust of the way the Capulets and Montagues are fighting which you can see by his facial expressions and body language, but in Luhrmanns version its a little different. First at the beginning theres joy and humour like Zefferellis, then a short while after the Montagues reach the gas station theres a little more humour but anger shown by the Capulets. Then suddenly it switches f rom humour and anger to anger and fear. As the camera starts to pan and show the expressions on their faces the tension slowly builds.Then, bam, it turns into a fight and you could clearly see the fear on the Montagues faces and the hatred in the Capulets eyes, and when Tybalt and Benvolio get caught by the police you could see the disappointment on Tybalts face and the relief on Benvolios. At the time you could see the anger in the policemans face because of all the damage they had caused. The show of emotions does help in a movie because it assists the audience on understanding the film. In Zefferellis version the emotions the characters show get you to understand them and whats happening because of the slow panning and the time taken to show their expressions which slowly builds up tension. In Luhrmanns film though it is passions and emotions of the characters that help the audience indulge.Both films are fabulous remakes but both have their highs and lows. They have a great effe ct on audience overall. The effect Zefferellis version had overall, on me personally, is that it is a good film with humour that is more realistic in showing how Shakespeares play was but it is more for the forty years and older generation. At the same time it has some magnificent acting and its easy to keep up with. Luhrmanns overall effect, on me once again, is that it is also a good film with humour but is more a modern film for the fifteen and up generation because of the personality of the characters, the colours, the sword guns and the action and explosions.The acting, however, is terrible but can be overlooked because of the action. Overall they both are stupendous films with glorious opening sequences, but in my opinion, the German Baz Luhrmanns 1996 version is better than the Italian Franco Zefferellis 1968 version. I prefer modern 20th century settings and action to old fashion 14th century settings and action even though the acting is better.

This gives the Authorities a good idea of important facts of a criminals personality; facts such as: Profession, environment in which they live and whether it is possible for them to strike again or not. Offender profiling is commonly used in crimes such as paedophilia, rape, satanic and ritualistic crime, lust and mutilation murder and as well as many other crimes. The goals of profiling are: to make assessments from the crime scene that will give the authorities an idea of how to catch the criminal. According to The Guardian (the jigsaw man, Steven Morris 2000) The modern history of what came to be known as offender profiling began in the 40s when the US Office of Strategic Services asked William Langer, a psychiatrist, to draw up a profile of Adolf Hitler. After the second world war, Lionel Haward, a psychologist working for the Royal Air Force, drew up a list of characteristics which high-ranking Nazi war criminals might display. Then in the 50s, James A Brussel, a US psychiatrist, drew up what turned to be an uncannily accurate profile of a bomber who had been terrorising New York According to Holmes Holmes (1996) there should be three main goals of offender profiling, these are to provide the police with basic information about the characteristics of the offender such as age, race, personality, employment and marital status, to suggest any possessions the offender may have that would associate him with the crime scene (such as souvenirs the police may want to search for) and to provide interviewing strategies and suggestions the police may use when questioning a suspect. The American approach to developing a profile of an offender has been developed from an initial sample of interviews with 36 convicted serial sexual murderers, combined with detailed information from crime scenes. The next part of this essay it will be discussing the effectiveness of both UK US offender profiling and discussing the comparison of both approaches. Firstly, the US approach is known as holistic or top-down approach and data from scene and from MO compared with previously known information. The FBIs Crime Scene Analysis consists of six steps, which are summarized in the section that follows. Profiling Inputs: a collection of all evidence, including anything found on the scene (i.e. fibers, paint chips, etc.) and anything derived from the crime scene Decision Process Models: evidence is arranged to locate any types of patterns, such as whether or not the crime is part of a series of crimes, what the victims have in common. Crime Assessment: the evidence has been organized, the crime scene is reconstructed. Investigators use patterns to determine what happened in what order, and what role each victim, weapon had in the crime. Criminal Profile: the combined first three steps are used to create a criminal profile incorporating the motives, physical qualities, and personality of the perpetrator. Also, the investigators use this information to decide on the best way to interview the suspects based on their personality. The Investigation: the profile is given to investigators on the case and to organizations that may have data leading to the identification of a suspect. The profile may be reassessed if no leads are found or if new information is learned. The Apprehension: this stage only occurs in about 50% of cases. When a suspect is identified, he/she is interviewed, investigated, compared to the profile. If the investigators have reason to believe that the suspect is the perpetrator, a warrant is obtained for the arrest of the individual, usually followed by a trial with expert witnesses including the forensic psychologist and other forensic experts, including those involved in the crime science analysis. According to Jackson (1997) Offences most suitable for profiling involve those where the suspects behaviour at the crime scene revel important details about themselves. Arson and sexually motivated crimes where the criminal has demonstrated some form of psychopathy seem to offer the best chance of useful information being disclose. A few examples of profiling where its most effective are crime scenes revealing evidence sadistic torture, posturing of the body, ritualistic behaviour or staging. According to the F.B.I case which involve mere destruction to property, assault or murder during a commission of a robbery are generally unsuitable for profiling as the personality of the criminal is not frequently not revealed in such crime scenes. However drug related crimes lend themselves poorly to profiling because the true personality of a criminal is not recognised. Criminal profiling exists in large part due to the work of the FBIs Behavioral Science Unit, a department dedicated to developing new and innovative investigative approaches and techniques to the solution of crime by studying the offender, and his/her behaviour and motivation According to Brent E. Turvey, MS (1998) The advantages of the Inductive Criminal Profiling model are readily apparent. Foremost is that Inductive Profiling is a very easy tool to use, for which no specialized forensic knowledge, education, or training in the study of criminal behaviour or criminal investigation is required. Additionally, general profiles can be assembled in a relatively short period of time without any great effort or ability on the part of the profiler. The result is often a one or two page list of unqualified characteristics. These generalizations can accurately predict some of the non-distinguishing elements of individual criminal behaviour, but not with a great deal of consistency or reliability. The next part of the essay will be discussing the UK approach of offender profiling. The UK approach to the term offender profile came well known to the police forces and the general public during the 1980s. British approach is less subjective and called bottom up method, or data-driven. Data is collected and analysed to produce definite, measured, specific associations between offences and offender characteristics. Paul Britton is a Consultant Clinical and Forensic Psychologist who founded psychological profiling in the UK. He has advised the police in over one hundred serious investigations, including some of the most high profile crimes of the past twenty five years. In his previous role as head of the UKs largest Forensic Psychology Service, he assessed and treated thousands of offenders, victims and witnesses. He sat on the Association of Chief Police Officers (ACPO) sub-committee on offender profiling for some years, remaining an independent consultant for several more, and has liaised with worldwide agencies. Professor David Canter was a pioneer in this nascent field, helping to guide detectives in the mid-80s to an offender who had carried out a series of serious attacks. But he saw the limitations of offender profiling- in particular, the subjective, personal opinion of a psychologist. He and a colleague coined the term investigative psychology and began trying to approach the subject from what they saw as a more scientific point of view. The approach to offender profiling uses the setting and nature of and physical evidence at the crime scene. This builds up a relationship between the characteristics of the offence and the actual offender. This approach also uses scientific statistics in processing evidence. Each profile is unique to the individual offender which gives the technique the name bottom-up. Offender profiling is most useful when trying to find a serial offender as police can identify the typeof victim, especially in rape and/or murder cases. The behaviour of the criminal is an important feature in profiling an offender examples of this are; the location of the crime, type of victim, interaction with victim and often the timing of the crime. Environmental concepts such as mental mapsare often used in order to develop the idea that typical rapists live in the area that they offend in. This approach to profiling aims to be more scientific, using real evidence and statistical analysis. Canter (2000) states concerns that the F.B.I.s typologies may be too closely focused on the behaviors of the offenders rather than on the meaning of the behaviors. A detailed examination of the crime scene might thus be seen as an essential first step in the gathering of relevant information. While a phys ­ical examination is already carried out by forensic scientists searching for fingerprints, clothing fibres, semen samples etc., the scene can also reveal other clues to the profiler. detailed examination of the crime scene may well provide clues as to the underlying personality of the offender. It appeared that some offences were carried out with a great deal of forward planning, while others were committed with little planning or preparation. In the latter case, a victim may have been selected at random, whereas in the former, a victim may have been targeted and observed for some time in advance of the offence. While a detailed examination of the crime scene will be helpful to a profiler, such an examination is not always possible. For example, some recent research in the UK (Smith, 1998) has sug ­gested that profilers tend not to be bro ught in at the earliest opportunity, but rather are contacted when other more traditional forms of police enquiry have failed. By this stage the crime scene will probably have been disturbed and vital clues possibly lost. Turvey (1999) warns against using profiling as anything other than suggesting probabilities. He cites the case of Rachel Nickell, studied by Kocsis et al. (1998). After looking at both approaches from the UK US, they both have different approaches to offender profiling. Firstly, Boon and Davies (1992) argue that the British approach is based on bottom-up data processing (an analysis of existing evidence) the aim being to identify associations between offences and offender characteristics. The American approach is top-up and uses subjective conclusions drawn from both experience of crime and interview with criminals. This states that the UK approach looks at the data of a criminal and the evidence, the US approach looks at the criminal and gathers information.
